This is a river system that could hardly be more important. It winds its way from Queensland, through New South Wales and Victoria down to South Australia - covering an area about the size of Ethiopia. Many locals blame a lack of enforcement, a lack of will. There's more water that has been siphoned from the river, they say, than is technically allowed. And there are targets for this management scheme, sustainability targets that look like they're not going to be met.
