The purpose of precheck, and the reality is there should not be a fee for it, is to background people who fly regularly. It creates efficiency in the system the fee, because the government needs far fewer employees for airport security due to these programmes. The programme should be free to enroll in, or at least just a one time background check fee, and from that point forward should be free.
