The State and the State of Marriage
The church doesn't say you're married because you're not sacramentally married, but the civil laws do. Marriage is a covenant, a partnership between a man and a woman by which they establish a partnership for the whole of life. The marriage becomes sacramental when two baptized Christians are married. If two atheists get married, that is presumed by the church and treated as a valid marriage.
