Is the Blockchain Agnostic?

We have a technology already running which speeds up internet connections for existing VEP2 applications. And our solution is allowing anyone to supply this bandwidth. So think of it as a PubSub or a messaging network and a decentralized large peer-to-peer messaging network. We do have a chain running which will migrate this year, but we do have aChain which will do the free things blockchains are best at: authentication, authorization and accounting.
