Most people aren't even aware of the history that you just explained. There's no such thing as bad English in those senses because it is functioning in its communicative role, which is the goal of language. So I think it was always dispreferred English if we're going to be really careful about how we choose to describe it. But what's really interesting if we look at how language change happens over time, we find that it happens usually slowly. It's in certain generations and it's usually led by the same types of people over time.
