The East area rapist's MO was well known in the community. Lieutenant Ray Root set up a task force dedicated to the investigation. Unmarked cars patrolled the areas he had already struck. Officers sat with night vision goggles and night scopes in their cars, watching parks and dark corners of the city. With so many secret eyes and experts on the case, they felt it couldn't be too long before they had their man.
