I think this is a very build-around ability, where there's a lot of commanders that care about cards in your graveyard. If the game goes past six, seven turns, activating this once each turn means you're just getting ahead and ahead and ahead too. And it's milling. So something like the new Captain Gerträtträ, three blue-black of a legendary creature horror pirate. It's as war as you control of menace, and then whenever a horror deals combat damage to a player that player mills that many cards. I can see this card being really powerful.
