The Data Shortfalls in Industrial Policy

There was a clear data shortfall also when Nixon put in place this act, right? Like if we weren't measuring the kinds of things that we needed to know about cancer and how long you could expect to live after you got it. So the question it raises to me is are there currently big data shortfalls in terms of how we measure successful industrial policies like the ones that we just passed? Yeah, I mean, it's a hard thing. Even if you look at just measuring, do we have enough engineers to even staff the facilities that are going to be doing semiconductor fabrication labs in the US? And it's just getting the data that you need to even do those tabulations itself
