I think if we empowered individual bureaucrats or or kind of it felt like there was an actual decision maker and a person you could sit across the table from and then they were making the call. I feel like generally when you interact especially with local governments in kind of dysfunctional places you deal with like a procedural process to your point. Even if we were to move it away from the courts if it turns into this no one no one has responsibility because no one wants to actually take the potential blame if it goes poorly, that's where probably the frustration would come.
