In 2011, Ukraine declared that it was going to join the energy charter. The rules for the European grid are that you have to get a whole series of laws and regulations in place. Russia decided that it was a strategic or at least a tactical objective to try to force nuclear power plants to go offline because Separisha is the largest nuclear power plant in Europe.
