Do You Think Russia's Economic Policy Will Generate Growth?

When an economy stops growing, it basically means that fights over rents become zero sum because the pie is not going to be growing. And Russian kind of economic policy at present is not designed in such a way as to generate any growth. In fact, what's happening is the military is essentially cannibalizing or the state is cannibalizing demand that would have otherwise gone towards more sustainable purposes. I don't think that's a realistic possibility for the foreseeable future, but I definitely think that it's harder and harder for Putin to impose order on the system.
