The Importance of Agency and Autonomy in Crash Transfers
For, let us say, $100,000 for a typical village in Rwanda, you can find within about three months that livestock ownership goes up 70%. The same outcomes would cost you 10 or 20 times as much. I think I often hear two somewhat distinct arguments for crash transfers. One is that by any metric, they're just very cost effective. And one of the biggest advantages that is unlocked by cash is the advantage of being able to do individual programs at the most micro scale.
