Is the Golden Rule Applying?

i remember being in these bizarr meetings withwad gordon brown, and his adviser, ed balls. They said, well, why don't we make the line a bit thicker, and then it will look like we're meeting the rule in the chart. And i just can't see an alternative to that. So i think all these governments are going to have to accept that they need to play a bigger role.
