Are You Going to Justify a Targeted Killing?

Mick Regan: How are you under explained to the public the need to conduct a strike against this person? In what way is this person posing a threat to the United States? What's the nature of the operations that they're engaged in? And frankly, are there other measures that might be feasible to limit the threat that are non-kinetic? I think also, you know, have we taken every possible precaution to ensure that there are going to be no civilian casualties? Right? The U.S. has to accept that it's going to be under the microscope and live up to those values.
