The Pye Bye is a tool that lets you install Python packages without having to run them yourself. It can be used for Docker images, but it's also being developed as part of an open-source project called PyPI. In the future they'll mostly just ship with pre-installed wheels, but then you could take some wheels and put them all together into a new archive or whatever.
