ZAP: A Unique Approach to Design and Implementation

CNN's Jake Tapper says he is blown away by the fact that ZAP was designed in house. The agency has a technology team within the agency that is using technology, but they don't know full scope of their work. "It just fucking sucks," said Tapper when asked about how well it worked.
