The First Income Tax

The first income tax was enacted in 1862. It started as a 3% tax on all income over a certain amount. But that income tax did not stick around. The 16th amendment says the federal government has the right to impose income taxes. And more importantly, it does not have to distribute or apportion that revenue to states based on population size.
