Citizenship Stripping: A Punishment

Citizenship stripping is not unconstitutional per se, but the power is reposed in the wrong branch of government. So if we classify it as punishment, punishment is a necessary part of the judicial function. And therefore the legislative scheme which tries to give the minister the power to strip someone of their citizenship would be unconstitutional.
