In places where cities have abolished minimums and instead instituted maximums they have seen vast improvements in urban areas. LA is a car centric city so they need ways for them to go to the business well because there are minimums we have parking minimums here in LA. Those apartments are typically in much lower demand than apartments that were built before those requirements.
