The number of communities where grupo tortigero now works is huge. The first meeting just had people from about half a dozen communities. Now g t represents around 75 places. In all those places, you have mexican volunteers and staff members who are carrying on the work that jeff and ja started. It's very difficult to get this balance because the fisherman want to get out and take it as as many fish as they can,. Because that's how they live and they get the money.
