There are ways to build a grid that insulates you against the problems of your neighbors. The cost of building a grid that goes across many borders is a considerable initial investment. Being within the European Union makes rule of law more easy to understand. For countries already in the N.O.E., it is a matter of European policy to encourage as much electricity trade as possible.
