Is There a Spayo and Gill?

Systems one, two, three, four, and five are singular. For a spayo and gill, they actually don't use the terminology systems one through five at all. They call it implementation, coordination, control, intelligence, and policy. We've stuck to the VSM guide terminology just for the sake of consistency but I do prefer a spaya and gill on that one.
