Modularization: A Solution to a Problem

At what point does it start making sense to modularize, right? I mean, it sounds like a solution to a problem that I mean. And yeah, we don't necessarily want to modularize just to modularize because, you know, we live in the world of constraints and businesses only have so much money to work on certain things. On the flip side, there's definitely a lot of times you don't need to modularize. Having payroll and payments coupled as one means that you don't have to make that jump of thinking about how these kind of going through these different interfaces.
