The Criminal Justice Framework in the United States Is a Conviction Machine

Clark: Government itself has become criminogenic, which is a term just means something that creates crime. Imagine if the government criminalized drinking coffee tomorrow. You're going to create a whole new class of criminals because some people are not going to stop drinking coffee. That's basically what happened in 1920 when national prohibition of alcohol went into effect. We've done the exact same thing with drugs. Clark: If we were to turn everybody loose who was prison on a drug charge, we would still be at the top of the list for incarceration.
