No ship had been allowed to leave san man in over three months. The sailors were getting really super restless. There were now over a hundred ships in the harbor, bobbing along doing nothing for a solid month. Some of those ships held on board the white leaders who had been imprisoned in the aftermath of the december crisis. Those guys had no trouble stirring up additional resentment against the second commission.
