You could be a protectionist in certain situations for reasons that aren't to do with affirming nationalism. The idea of, say, raison d'etat, reason of state, precedes the idea of nationalism or kind of organic people we represent. So you can think about, say, the politics of France fan on the Pan-African theorist who argued for kind of African unity. A lot of thoughtful third world theorists were right in thinking that a Pan-African union would be effective if you could build one at contending with the influence of corporations in Africa.
