I think i'll divide the answer into three different aspects of the state, because i think the logic operates differently. One is in the realm of civil liberties - we retained large parts of the criminal corps and sedition law. I thing most scandalously, the supreme courts greatly leva to the state over armed force. And there are no market capabilities right? It was not a development o colonialism. So one thing thritish colonialism was not a serious developmental process. When the british state rested on extracting enough investment that it was able to extract huge profits from its citizens' labor.
