Is There a Way to Increase Incendiary Content?

Face book's response to francis hagan has been carefully worded. They don't set out to increase the amount of incendiary content, she says. What they do is they just simply increase engagement. This is the system they've designed, and they're not really even arguing with it. She mentioned raising the age at which kids could be on social media. I wonder if that would make a difference?
