The Perverse Incentives of Presidential Elections
The only people who are concerned about McConnell and Feinstein, largely speaking, are those who don't live in their districts. The people of California and Kentucky keep voting them in. So you have some evidence on your side here. But I have to think that a good number of the people in those states are embarrassed by what their elected leaders are doing.
