In 1937, Roosevelt used demagogic rhetoric to try to discredit the court that had been sinking his legislative project. He backed it up with a reasoned diagnosis of why what the court was doing was bad for the country. Trump doesn't really do that; he trades almost exclusively on the currency of allegation in Ueno.
