The Importance of Outsiders in Local Conflicts

The idea of outsiders coming in to handle things because they're viewed as not having the biases of local people. I have to wonder if that sort of justification was also wielded in some instances of the developments of monarchy. Yeah, you're Spanish queen might be a Habsburg, somebody from Austria or something.
