The Purpose of Congestion Pricing
congestion is what economists would call an externality. It's something that we're not paying for but is an added cost that everyone has to pay. In New York City, the impetus for it right now is to raise money for public transit and also to reduce congestion. So, there's a lot of different reasons why we might do it.
