The Relative Advantage of Balloons Over Satellite Surveillance
The Washington Post had a very good story about this as part of a much broader balloon surveillance program by the Chinese. I do not feel like I know at this stage what the strategic purpose of it is, but there does seem to be a pretty concerted effort to send a fairly large number of balloons over targets. Balloons wander, they follow wind patterns, they can hover over an area for a long period of time. So that way it's probably a nice, I guess a nice compliment to satellite surveillance in that particular areas of concern.
