The Importance of Governance Reform in SARS
There were a whole host of interventions which were in the SARS framework. These were not programs as such but policy actions meant to be taken by other ministries. The aim was to hedge against elite capture of social protection resources. One example is that if there are market committees and one of the SARS objectives was to ensure participation of those below a certain poverty score. That was a way to dilute elite capture.
