Muhaji run set themselves up as lawgivers and leaders of the city. A mohammed becomes sort of unofficial, de facto leader of medina. They set about creating what they consider a ideal, utopian community in medina. The word amma is still used to refer to all followers of islam or people who live under islamic rule.
