The United States has a very long history of engaging industrial policy or using government resources to achieve national objectives. It's controversial and generally opposed by conservatives in both parties on the grounds that it metals with the market, which it does. When you conflate security and trade together, the debate changes and industrial policy wins. The result of it winning is you're probably going to see more of it.
