If you use this authority in the stra strategic petroleum reserve to put a sealing on oil prices, you could also use it to put a floor on oil prices going forward. And that would be good, because one thing we do know, just like empirically, is that when oil prices get really low, people feel more comfortable buying gas guzzling cars. But another sort of geo political aspect here is just the effect on europe. My sense is that they haven't been as profoundly affected by the fraking revolutionized the us except inasmuch as they're part of a global market for oil and have benefited that way.
