The legislative calendar was running short. It got down to the wire. We were getting closer to when all of these council members were going to mentally and physically kind of check out. And so we were really upping the public pressure. But as is always the case with policy change, the legislative calendar wasrunning short. How do we target Speaker Corey Johnson to want to pass this legislation? We had to pressure him.
