The Classical Approach to Drawing

When I went to art school about 15 years ago or so, it was definitely a lot about the idea behind the artwork. Is there anywhere that still is using the method that you just outlined where you start with the flats and then go to the plaster cast and then you're drawing the live model? And does anywhere in the world use this classical approach?
