Is a Barge Better Than a Data Center?

The idea of moving a barge with a huge data center on it is an "insane" thing. It would probably be about 20 million per ship to make, so this is at least $100 million project. I like your council theory, but I also like the idea that they just have a room somewhere with a bunch of monkeys that they just take care of and pamper.
