Is There a Constitutional Violation?

If there were a one or two day delay in making debt payments before a deal is worked out with Congress, I don't know that that leads to a constitutional violation. You might say that that's sufficiently diminuminous or trivial that you've not actually violated section four or any other kind of constitutional principle. But I mean, there is at least some wiggle room, it seems to me, for a political accommodation to be worked out before you are going to invoke the kind of constitutional machinery.
