North Africa wasn't the poor backwater it eventually became under the Ottomans. It was one of the core regions of the Roman Empire, with everything that entailed socially, culturally and especially economically. The zone of Roman control was long, but kind of shallow, encompassing mostly the shorelines and the productive agricultural land.
