Is the Procurement System the Way It Is?

Sonthyg: The procurement system is a relic of the cold war, where the dod was the one leading on innovation. It worked for battleships, it worked for tanks, but it doesn't work for soft ware. And i'd live to hear your thoughts on particularly how procurement and how this sort of business maze that the commercial companies have to navigate is affecting our ability to compete globally.
