Is There a Peace Agreement Between the Catholics and the English?

In 15 95, the irish wrote to king philip of spain offering to vasalize themselves in exchange for his help fighting the english. They wanted a self governing island with religious protections for catholics. But they didn't actually demand complete and full independence. So why would they approach then, a different monarch and offer to vacilize themselves there?
