Up until June, Toronto's shelter system would accept asylum seekers. But the number of refugees who are making use of the shelter system has been exploding. The federal government announced $212 million would be going towards helping asylum seekers. New mayor Olivia Chow opened up 250 new shelter spaces. And yet the crowd outside of 129 Peters Street remained.
