Spain's a really important turning point because you've explained up till now how the bureaucracy in Russia was up until the 30s kind of reacting empirically to events. By the seventh Congress at the common turn where the popular front is adopted as policy that's the point where the bureaucracy becomes consciously counter-revolution and opposes world revolution. The Stalinists essentially instruct their members to get in the interbed with the bourgeois Republicans and establish that as their world policy.
