The Toothpaste Theft Conundrum

We asked for your help fellow conspiracy realist. We had so much correspondence on this that we can't get to everyone. So here are some of the guesses we have. A quick thought came to me listening to the toothpaste theft conundrum. Could drugs or illicit substances be inserted into the tubes to be transported elsewhere? Or is there an ingredient in toothpaste that you can use to make other substances? I have no specific data to back this up other than a recent episode of Chicago PD, where hairdressers were robbed for bomb making ingredients.
