The Prophecy of the Soldiers Dividing Up Their Garments

In certain places in the New Testament, it'll say things like to fulfill the prophecy. So Jesus would say this in order to fulfilled the prophecy. I mean, except that it's a perfect, perfect prophecy of what happened step by step, right? Including the dividing the garments. How do you fulfill the prophecy of the soldiers dividing up your garments and then go around and pay the soldiers to divide up his garments. They didn't.
