The WTO concluded that we had violated the provisions of the steel and aluminum tariffs. And basically they concluded that the national security exemption in Article 21 shouldn't apply in this case. What really irritated me was, I mean, it was not the ruling, but the USTR response to it. It said for 70 years, United States has maintained that the WTO can't second-guess countries on their national security exemptions.
