FDR went to Warm Springs in 1924, three years after he had first gotten polio. The place is built to him as this place where there are these waters that have given other paralysis patients back the ability to walk. He gets in the water and right away has two thoughts: "This really does feel like magic" FDR later invests a large portion of his personal fortune to buy the colony.
